The Mosin Nagant sniper rifles were made from selected rifles that were machined the best of a given lot. They had turned down bolts to clear the scope. The triggers were tighter too. You can buy the original scopes and mounts fairly inexpensive. You can have bolts made or have your own bent if you want to keep matching serial numbers. It's not hard to convert one...but the original factory made sniper rifles are the holy grail of Mosin rifles.
Here in the US, these rifles are cheap. You can buy a beat up one for around 70 dollars. One with all matching serial numbers and in decent shape still costs under 200. The sniper rifles run from about 700 up to whatever...rarely over 1000 though. You can also buy a black composite stock, a sports style, sniper style or modern style turned down bolt, throw a nice scope on it and and you have a new looking, very accurate, nearly indestructible big game rifle that shoots 7.62 x 54r ammo. Range ammo is cheap. Just use the full metal jacket surplus stuff. 20 rounds costs about 6 bucks. Soft point lead rounds are also available for hunting. It's a little higher but not too bad. I've been reading a lot about these rifles and have yet to run across any comment that was unfavorable.
