Perhaps.
There has been a lot of interesting stuff discussed in this thread. Since perhaps is the word of the night.....perhaps boa master Rentfro will chime in again on some of these issues.

Absolutely. I've heard of actual doccumentation on that. I'm just speaking about long captive lines in which the syndrome seems to present itself frequently.

Yes she is refusing meals. And she is about 3 or 4 months old.

Ok, well how often are you offering? If she refuses on Monday for example, don't offer food again until the FOLLOWING Monday. Don't offer again the next day.

Well she ate 2 weeks ago on Thursday. The following week I offered her food on Wednesday. Now I'm waiting till Sunday which is a week and a half since she was offered food. I am also trying the idea of not handling her for a few days before offering her food. I always wait 2 full day after she eats before I handle her again. Shes never gave me back her meal so at least that part is good.

This is the exact point I have been trying to make from the beginning of this discussion (on this thread and others). I don't doubt your understanding of monitors, crocs, etc...However, the things that apply in croc husbandry don't always apply when dealing with other species of reptile. In the case of BCC that need for individual (to the subspecies) approach is amplified due to the inability to tolerate improper husbandry that even other subspecies of boa constrictor can survive quite well on.
I would assume that weather patterns as far as temps, humidity, seasonality etc are specific to the location that makes up Suriname, Guyana and French Guyana, that perhaps are not similar to nieghboring localities like Brazil, Peru etc. I would be led to believe that the Suriname BCC (I am including in that label Guyana and French Guyana boas in this term to avoid typing it over and over again) has become a bit "overly specialized" in their reqirements making them less able to adjust to changing environments than other ssp who haven't becomes AS specialized.
This is just a theory I have formed (as to the WHY there are such differences) on my own so take it for what it is worth.
