How big are each of the snakes? I have raised a few carpet pythons [Jungles + IJs + Coastals] in the past and the males always grew faster than the females. Have you thought about taking the Jag down to the vet for a fecal/check up to see if there is something going on with him? It seems like with such an expensive animal [or realistically any animal that you would think is not doing 100% well] that it would be a good idea... Or even a good idea just because you are introducing it to an animal in your own collection.
The other thing to always keep in mind.. There are the Males that WANT to breed.. there are the males that can breed and you will NEVER actually see them do anything. There are also males that won't breed because of numerous other things that could be going on.. like.. being too young, not healthy, he doesn't like the female, the female is not ovulating.. or any other number of things.
Just some things to think about.

well i havent left em together long enough to do anything, cus i wanna be really sure that i know what im doing. The IJ is 6 foot, 1516 grams, and 2 years old, the jag is 4 foot, 3 years old. He was a bad eater as a baby, so doesnt have alot of size on him. Alot of the carpet python breeders ive talked to have said that he will likely breed because he is older

The IJ seems to have some good size on her. But.. IMO she is still young.
What do you think about taking the Male into the vet?
If you REALLY want to do this.. Then you can always pop a couch in front on the cage they are in.. turn off the lights.. Get your Night Vision Goggles on [ Here are some good ones. ].. And stay up for the night.
Have you cooled their temps at all? Is the female Ovulating?
The other thing to remember again.. Is that every animal is completely different. Just because he is older doesn't mean that he is ready to breed... Same goes for the Female.. Just because she is of weight/size.. Doesn't mean she is ready to breed.

I was saying taking the male in to the vet because he is small for his age. But then I read the bad eater as a baby part.. But hey.. It never hurts right?
My $2500 Leopard Gecko has been to the vet.. Nothing was wrong with him.
