What are the rules on BOI? Am I allowed to respond to that using my experiences?

If I may say so...from the looks of that thread, it sounds like you have a tremendous reputation among those folks regarding the quality of your animals and your personal character. Every responder to his post is very wary of his accusations.

this guy had three separate boas from three separate breeders. they all died, now there is your smoking gun, this guy is doing something wrong with his husbandry or does not understand the meaning of quarantine. he bought a boa from a shady breeder with a bad rep that probably gave something to the other two boas.
dank you have no responsibility here, as far as this site is concerned and the other sites everyone says you are not at fault. i would leave at that and tell this guy to go somewhere else.
