Yes it should go to a confirmation screen unless part of the form was not filled out correctly, I had this happen with my phone number on the form.
Dank I am not sure if online petitions hold up in court or are even considered by judges or congress.

Now, I will admit to NOT reading this whole thread so someone may have posted this before...
Keep in mind that the USFWS has only submitted a request for fact-finding. This is NOWHERE near becoming law. A petition from the South Florida Water Management Department in regards to the huge problem with Burmese pythons in the Everglades has prompted the department to start collecting data on what can be done to limit the impact on US flora and Fauna (what the Lacey Act protects).
If you read the submittal you will see that they are asking specific questions about boas and pythons. Since, as a government body, the USFWS has no idea what could be considered harmful and what isn't, they have to start the submittal with all species of boas and pythons. They also have to investigate what the potential impact of all of these species could be if they get loose into the environment. By commenting on the submittal in a well-educated, non-inflammatory way, providing facts that you can and not falling to the hysteria created this weekend when this issue first came to light, we CAN make a difference in the outcome.
If you haven't done so yet, please read the submittal in it's entirety and if you have good data to provide please do. I know there are many keepers on this site and others I'm on that can help immensely with the crafting of this amendment to the Lacey Act and that is what is really needed.

I read the proposal, and getting through the legal jargon was pretty easy (for me anyway). THIS IS STILL PRELIMINARY FACT FINDING. It will take a few years before it could be passed into law, and seems like only on a specific basis. If I had to guess, I would say that the larger Boa species, retics, burms, condas, etc would be the ones that were banned due to their impact on the FL/southern states ecosystems (we can thank our fellow irresponsible herp owners for all this this). This entire thing seems to be because of (but not limited to) Florida's issues with their OWN residents. They couldn't handle their own folks and went crying to Big Brother. That said, it IS a problem, one that could end up with legit sanctions against certain species. To clarify what they are after:

Man, even if it is only fact finding at this point... still sucks that we have so many irresponsible people out there, reminds me that the morons on the internet that we all meet are being a problem in real life as well. I don't own any boas yet but I've been looking into it/researching. But by the time I'm allowed to have one this will probably have progressed into law, though maybe a bit edited
